Ext 236. The Aeronautical Systems Centers Weapons, Air Base and Range
Systems, Product Support Office at Eglin AFB FL intends to issue a
solicitation for the purpose of providing development and production of
F-117A, F-15E, and ground support equipment decoy systems meeting the
Multispectral Ground Decoy (MSGD) system specification. The anticipated
solicitation will be a two-step sealed bid which will require
submission of a technical proposal only in step one, and submission of
a price bid in step two. Technical proposals shall address how the
offeror will accomplish the requirements of the solicitation, briefly
explaining their manufacturing processes and the materials used and the
companys quality control operation. The technical proposal shall not
contain any pricing information. In the second step, an invitation for
bid (IFB) will be issued to those offerors whose technical proposals
are determined to be acceptable, either initially or as a result of
discussion. Each bid in the second step will be based on the offerors
own technical proposal. Offerors must demonstrate the in-house ability
to design, develop, and produce MSGDs with a high degree of
effectiveness and consistancy and must highlight how the following
ateas of special concern will be included in the MSGD design criteria:
(1) Erectable in under 30 minutes, relocatable in 15 minutes by 2
personnel with orientation training only (2) have a high degree of
visual fidelity with either active or passive thermal and RF capability
(3) be transportable on the 463L loading pallet (4) can withstand 25
mph winds, (30 mph gusts) (5) be able to operate in environmental
conditions such as low and high temperature, rain and light snow
without significant reduction in its operational requirements and
prevent water retention in the decoy body (6) be storable in a
container for an out of doors environment without any weathering to the
decoy (7) be made of materials resistant to mildew, UV light, oils, and
petroleum products commonly available on an aircraft flight line (8)
and be supportable at the unit level (9) if power is required, 110v,
60Hz, 3000watts maximum must be used (10) the decoy system must have a
high degree of reliability (11) and be fired retardent. The MSGD will
be used to support the Air Forces Camouflage, Concealment and
Deception program and (12) must be fully self contained with all
necessary hardware including any repair kit, tie downs, stakes,
blowers, and generator within the government furnished container.
Additionally, information concerning past and on-going inflatable work
experience must be included. A program master schedule and program
master plan will be required to outline how the respondents will
execute the program. Only one technical proposal may be submitted by
each offeror. All proprietar information must be marked. All
responsible sources may submit a proposal which will be considered.
Responses to this synopsis must be received within fifteen (15) working
days from date of this publication. No telephone requests. For
