Standards and Technology (NIST) intends to negotiate on a sole source
basis with Georgia Tech Research Corporation, Atlanta, Georgia, on a
project to learn from, enhance, and disseminate methods and approaches
for evaluating industrial modernization programs. Specific project
focal points include survey instruments used in industrial
modernization program evaluations; deliverables produced by industrial
modernization program evaluations; analyses of activity and customer
information in smaller programs; approaches and findings of review
panels in program assessment and evaluation; cost benefit analysis;
using external survey house and consultants for customer follow-up;
comparison group data for use in evaluation; and the use of case
studies as a learning tool used in the evalution of moderization
activities. F.O.B. Destination, Gaithersburg, Maryland -- Required
Period of Performance 16 months -- This is a sole source requirement
because the Georgia Tech Research Corporation employs Dr. Phil Shapira,
who is the leading academic in the area, a world recognized expert, who
has developed a unique database containing information about service
