Roudebush VA Medical Center under Proj. No. 583-95-303 ''Relocate Cardiology''. Shell space will be constructed under a separate project and construction of shell space is expected to be completed by October 1996. Estimated construction cost is between $2 million and $5 million. Selection will be based on the following criteria, which are listed in order of priority: (1) Team proposed: background of project manager, other key personnel, consultants; (2) Proposed Management Plan - team organizaton for the design phase and construction phase; (3) Previous experience of team proposed for this project - describe projects; (4) Location and facilities of working offices; (5) Proposed design approach for this project. Describe proposed design philosophy; describe innovative approaches in production and design; (6) Cost Control. What control techniques are planned, who will be responsible for cost control; review recent projects to demonstrate ability to meet targeted project cost and any additional construction cost caused by design deficiencies; (7) Estimating effectiveness. Provide information on ten (10) most recently bid projects to include A/E estimate, the bid $ figure and % error (+/-); (8) Schedule Control. Schedules will be met for design, submittal review and construction; (9) Experience and capabilities in the following areas: Value engineering, lifecycle cost analysis, critical path method, fast-track construction, energy conservation, new energy resources, environmental assessment, specialized experience, CADD, other computer applications; (10) Miscellaneous. Describe awards received for design excellence; describe circumstance and outcome of any litigation you have been involved in over the last five years; indicate type and amount of liability insurance you carry.
