J -- MAINTENANCE, REPAIR AND REBUILDING OF COBRA JUDY SHIPBOARD RADAR SYSTEM SOL F19628-95-R-0043 POC James McKenna, Contracting Officer, 617-377-7241. The Operations and Maintenance (O&M) of the COBRA JUDY Program is being opened up to competitive bid. COBRA JUDY is a shipboard based instrumentation platform consisting of radar, telemetry, communications, navigation, weather, and data processing. The offeror will have responsibility for all aspects of O&M as follows: a. Systems engineering for sustaining and developmental/improvement modification development. b. Configuration management. c. Data/software modification and development. d. Organizational and Depot Level Maintenance (DLM) onboard and at onshore facilities. e. Operators to assure instrumentation availability for extended periods, 24 hours a day if necessary. f. Supply and specialized maintenance support. g. Full Integrated Logistics support. The offeror must have in-depth knowledge of phased array and monopulse tracking radar systems. Specifically, an S-band phased array powered by 16 TWTs into 12,288 individual elements. The unit is designated as an FPQ-11. The single object X-band signature radar is designated as an FPQ-31. These are one-of-a-kind systems with extremely critical performance characteristics and mission availability requirements. The offeror must have sufficient experience with state of the art radar systems and onboard personnel skilled in O&M of such systems. Resumes of offeror personnel having experience in this area should be submitted with the response to the SSS. Offerors must have access to, or have organically, facilities, to design, develop, and fabricate new and replacement parts and assemblies. This will include mechanical, electrical and electronic items. Offeror will have to operate and maintain TDME onboard and ashore as well as operate and maintain the Precision Measuring Equipment Lab (PMEL) onboard the COBRA JUDY host vessel, the USNS Observation Island, T-AGM-23. Capabilities must be available to perform reverse engineering to fabricate special or obsolete parts, components and assemblies and add mil certification in welding/soldering etc. Expertise to develop and modify software programs and perform data analysis to determine system performance is essential. This action will be required onboard the host ship and at the software maintenance management facility (SMMF) at Patrick AFB, FL. The primary computer language utilized by COBRA JUDY is JOVIAL. Resumes of personnel having this experience will be required with the response to this SSS. Offerors must provide communication personnel to operate and maintain all interior and exterior communication systems. This encompasses everything from sound powered telephones to satellite communication systems. Operators must be well versed in DoD communication procedures and must be able to have a minimum of a Top Secret security clearance. A crypto account must be maintained. Offerors must have a proven logistics capability and should demonstrate the ability to support the COBRA JUDY program worldwide with parts, personnel, expertise and supplies. A central warehouse and staff to store/protect and distribute parts, supplies and equipment is necessary. A liaison office in Pearl Harbour, HI is considered the minimum essential off-site logistics. Government property: Successful offeror will be provided all available TDME, PME and spares onboard the COBRA JUDY ship and all COBRA JUDY identifiable assets currently in the property account of the 45SW, Patrick AFB, FL. Additionally all other assets at worldwide locations will be at the disposal of the offeror. Offeror must have sufficient depth of personnel to provide worldwide deployment of DLM teams to effect repairs and/or modifications essential to mission success. Offeror must ensure adequate numbers of experienced personnel of proper skills distribution to accomplish these actions during very short dockside period (minimum facilities could be a factor). Personnel and skills must be available to prepare the sponsor (COBRA JUDY) portion of the annual/semi-annual shipyard specification. Further ability to remove and replace large components such as the X-band dish and feed assembly, repair and/or replace same and perform all alignments and calibrations to return the system to new or better condition and performance must be provided by offeror. Offerors must provide the technological interface with other government contractor and users to resolve technical deficiencies, system improvement and interface with user personnel (contractor) onboard and ashore. Respondent will be surveyed to verify their capabilities, facilities, experience or personnel available and past performance. Resumes of key management and technical personnel should be submitted with the response. A short company resume of related performance on contracts would be beneficial to the qualification process. Any firm wishing to submit a qualification package must do so within 15 days of CBD publication. Qualification packages should be no longer than 20 pages including any graphics, tables, or photographs and should be addressed to ESC/TNK, Attn: Mr. J. K. McKenna, 5 Eglin St., Hanscom AFB, MA, 01731-2121. Firms which have responded to the previous CBD announcement need not respond again. The first elements of a draft Request For Proposal (RFP) have been placed on the Hanscom Electronics RFP Bulletin Board (HERBB). ESC Detachment 3 will be hosting interested contractors for visits to the SMMF (8 August 1995 at Patrick AFB) and the COBRA JUDY onboard system followed by a question and answer session (10-11 August 1995 at the San Diego Navy Shipyard). Each company will be limited to a maximum of three (3) people per visit, not necessarily the same three for each visit.
