Contracting Officer, 334/953-5359 Provide all plant, labor, materials,
and equipment necessary to perform all operations necessary to
complete project JUBJ94-2010, Repair Electrical Substation, Gunter
Annex, Alabama. Key aspects of the work include but are not limited to:
(1) Replace primary underground neutral conductors in existing duct
bank. (2) Provide 600A, 15KV, 3-phase, padmounted air switches. (3)
Provide site lighting to switching station yard. (4) Modify existing
grounding grid system for switching station yard. (5) Replace existing
wooden members in gang-operated main switch in switching yard. (6)
Replace existing medium voltage, metal clad power switchgear with new
medium voltage, metal clad, bacuum circuit breaker type power
switchgear complete with digital metering in a protected isle
enclosure. (7) Provide complete supervisory control and data
acquisition (SCADA) system comprised of programmable logic controllers
(PLCs) with appropriate I/O modules, communications modules, modems,
and cabling as required. (8) provide two (2) remote monitoring stations
complete with central processing unit and color graphics capability.
(9) Provide new aerial bussing. (10) Replace existing 3,600 KVAR, 15kv,
automatic power factor correction capacitor bank and controller with
new 3,600 KVAR, 15kv, 3-step, automatic power factor connection
capacitor in a weatherproof enclosure. (11) Remove existing 1,500KVA,
13.2kv, 3-phase, oil filled, step voltage regulator complete. (12)
Provide duct banks, manhole, terminations, conduit and wiring as
required to interface with existing switching station and new equipment
for a complete operational power system. (13) Provide foundation and
equipment pads for station expansion. (14) Provide cutting, excavation,
trenching, and backfilling as required. The solicitation will have one
bid additive item as follows: Replace primary 15kv underground
aluminum feeders with 15kv copper in existing underground duct bank.
The magnitude of this solicitation is between $1,000,000 and
$5,000,000. All dates are estimated. The proposed contract listed is
being considered for 100% set-aside for small disadvantaged business
concerns. Interested small disadvantaged business concerns should as
early as possible, but not later than 15 days of this notice, indicate
interest in the acquisition by providing to the Contracting Officer
above evidence of capability to perform and a positive statement of
eligibility as a small socially and economically disadvantaged business
concern. Your request must include a list of projects completed within
the past 5 years covering the same or similar electrical work of this
magnitude. If adequate interest is not received from small and
disadvantaged business concerns, the solicitation will be issued as
unrestricted to all business concerns without further notice.
Therefore, replies to this notice are requested from all business
concerns, as well as from small disadvantaged business concerns. The
size standard of this project is one for which a concern, including its
affiliates, has annual gross earnings of not more than $7 million per
year over the past three fiscal years. The Standard Industrial
Classification (SIC) Code is 1731. This is a Straddle Year Project
which can be awarded on or before 31 October 1995. Please submit all
