(301)743-6850 x253. The Indian Head Division, Naval Surface Warfare
Center has a requirement for the R&D Department, Naval Explosive
Ordnance Technology Division for a Two Person Portable Advanced
Radiographic System which is capable of digitizing an x-ray image in
real time at on-scene locations to assist in unexploded ordnance (UXO)
and improvised explosive device (IED) render safe procedures while
minimizing personnel time on target. The proposed system must capture,
digitize, and display the images produced in conjunction with the
in-service explosive ordnance disposal (EOD) golden inspector model 200
x-ray generator and perform image enhancement, such as, contrast
stretching and edge enhancement and have zoom and image annotation
capabilities. Images must be capable of being stored on the IBM
compatible system computer disk for later analysis or enhancement. The
computerized control unit must have a 3.5 inch disk drive where the
images may also be stored on removable 3.5 inch disks. System
performance will be required in severe environmental field conditions.
Other required parameters include: capability to resolve a 36 awg
copper wire in air and a 32 awg wire through 1/8 inch of steel, have a
rechargeable system battery with a 1 hour minimum system operating
time, have a hardware reliability of atleast 0.85, require less than 8
minutes to enhance and store an image, require a system set up time of
less than 15 minutes, have a volume of less than 3.5 cubic feet in
rugged shipping containers, weigh less than 95 pounds in those shipping
containers, use an imager that is less than 7 inches deep, and be
capable of image transmission via built-in modem at a minimum of 28,800
bits per second. Award will be based on Best Value to the Government
based on technical merit. Contract type will be an IDIQ contract with
two lots. Lot I will be cost plus fixed fee under which a cost plus
fixed fee delivery order will be issued for the development/testing
phase with a period of performance estimated to be two years from date
of award. Lot II will be a firm fixed price requirements arrangement
and will contain options for production quantities for five years. Each
year will contain line items for step ladder quantities to be exercised
based upon the Government's needs. Once the development/testing phase
is complete and a favorable milestone III decision to proceed into
production is granted the government will exercise Lot II for the step
ladder production quantities and issue delivery orders as firm fixed
price requirement orders. Quantity: development/testing phase: Six
