Buckley, Contracting Officer, (805) 734-8232, extension 5-8718 The 30th Contracting Squadron intends to place a contract with Xontech Corporation to provide and install on off-the-shelf coherent signal processor into two C-Band MIPIR class raders at the Western Range/Vandenberg AFB CA. The coherent signal processor should provide coherent Radar Cross (RCS) and metric data recording to support post-mission playback and analysis real-time signal processing capabilities to generate 3DOF-motion-compensated range-doppler-intensity (RDI) displays of the total range and doppler recording window. The coherent signal processor should also be able to scroll coherently-derived range-time-intensity (RTI) and doppler-time intensity (DTI) displays of selected range cells with integration times optimized to observe reentry body spin and precession motion in real-time. With respect all waveforms (LFM, Gated CW, Beacon), the system shall be capable of coherent integration of a number of pulses ranging from two to 4096. The coherent integration shall extend to all receiver channels and shall apply to the full data recording window for the PP sum channel and to a selected range cell for the PP traverse and PP evaluation channels. No contract shall be awarded on the basis of quotations, proposals, or other information received in response to this notice since this synopsis of intent to award a contract to Xontech Corporation cannot be considered a Request for Proposal (RFP). However, if responses from vendors offering their technical ability and technical acceptability can be established by examination of literature submitted, the Contracting Officer may decide to resynopsize this acquisition under full and open competition. If no affirmative written responses are received within 10 days after publication of this notice to the effect that an acceptable alternative source is available, a contract will be negotiated with Xontech Corporation.
