351-8700. The United States Department of the Air Force has awarded a
prime contract, contract number F19628-91-0003, to System Planning
Corporation for various services. System Planning Corporation in
cooperation with the US Air Force is requesting expressions of interest
and statements of capability from organizations capable of installing
and maintaining perimeter security components for the 1996 Olympic and
Paralympic Villages. Issuance of the IFBs will be on or about 4 August
1995 with the bid opening on 20 Oct 1995. Multiple contracts may be
awarded covering the areas of Fencing, Electrical, and Framed Canopies.
The contracts will include installation, maintenance during the Olympic
and Paralympic Games, and removal and restoration of the site. The work
will be performed on the campus of Georgia Tech in Atlanta, GA. Period
of performance will be Jan-Jun 1996 for installation, Jul-Aug 1996 for
maintenance, and Aug-Oct 1996 for removal and disposition. The Fencing
contract(s) anticipated to include installation of approximately 8
miles of fencing with 28 full height turnstiles, paving multiple small
asphalt walkways, and welding of security devices on manholes and
catch basins. The fence will be erected over a variety of surfaces
including grass, concrete, asphalt, and atop concrete walls. The
Electrical contract(s) anticipated to include installation of
approximately 290 utility poles, 620 lights and fixtures, 32,000 ft
aerial power cable, 300,000 ft aerial fiber optic cable, 150,000 ft
aerial communications cable, and 1,200 ft underground conduit and
cable. Leasing of generators and uninteruptable power systems will be
included. The Framed Canopy contract(s) anticipated to include the
installation of 17 framed canopies of various sizes, wooden deck
platforms beneath the canopies, steps and ramps to provide access, and
leased air conditioning units for the spaces. Due to the rigid
schedule dictated by the Olympics, each contract will require
significant levels of effort in extremely short periods. A two-hour
response time may be required during the mantenance period. Some of the
installation will be permanent. The remainder will be removed and the
site restored. Disposition of the removed material will be individually
specified. All work will be performed on a firm-fixed-price basis. Due
to the high visibility of this effort and other constraints, it is
necessary to have contractors that are experienced in special event
construction. All contractors will be required to provide performance
and payment bonds in the amount of their contract. Interested
organizations should submit their detailed corporate capabilities,
provide a summary of their previous experience in this type of work and
indicate which contract(s) they are interested in bidding. Requests for
