The Volpe National Transportation Systems Center has a need for an upgrade to its Access/Security CardKey System. The system currently being used is the ''Pass 3100'' system, which is a menu driven DEC based system that uses 8'' floppy disks with a capacity of 64 reader terminals. The ''Pegasys 1000'' is a UNIX based system using a current 486 PC platform that will increase our capabilities for reader terminals and user defined reports. The Pegasys 1000 can be installed using the currently installed card key readers and terminal interface equipment with a minimum number of changes. A market analysis revealed that an upgrade to the present system is the most economical means to satisy this requirement. The purchase of the CardKey System Inc. Pegasys 1000 will enable the Center to upgrade the existing processor to today's technology and it will double the reader capacity with minimal change to the existing operating support hardware already in place. Given the foregoing analysis, the Government intends to negotiate with ''CardKey Systems Inc.'' on a sole source basis for the system described above. The authority for this action is 41 U.S.C. 253 (c) (1). All responsible sources may respond to the synopsis and all responses will be considered by the agency. Interested firms are asked to submit 2 copies of descriptive literature on the above item to the Contracting Officer within 15 days from the published date of this notice in the Commerce Business Daily. No contract will be made on the basis of offers/proposals received in response to this synopsis since this notice is not a request for offers/proposals. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Business and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
