DIAGNOSTIC MARKETING CORPORATION FOR COAGULATION REAGENTS SOL

The Government plans to issue a solicitation to Diagnostic Marketing
Corporation to purchase, under a requirements contract and on a sole
source basis, coagulation reagents for use with an Organon Teknika
MDA-180 system and a STAT RA-4 system. The following reagents, etc.,
are required, MDA Platelin L/CaCL2, MDA Fibriquick, MDA Thromboquick,
MDA Verify 1, MDA Verify 2, MDA Verify 3, MDA Verify Ref. Plasma, MDA
Verical Set, MDA Cuvettes, MDA Imadazole Buffer, MDA Probe Cleaner, and
MDA Reagent Water. The reagents and supplies are to be used for
performance of activate prothrombin times, activiated partial
thromboplastin times, fibrinogens, Thrombin times, and associated
coagulation tests by the Hematology Section, Department of Pathology,
Fitzsimons Army Medical Center. The following represent some, though
not all, of the most critical minimum requirements of this acquisition:
Lot numbers must have 6 - 12 month outdate upon arrival. PT and APTT
reagents must contain dye whose value is appropriate to the MDA-180 and
RA-4 coagulation systems. Each reagent must react one with another to
accurately reflect he patient's normal value range significantly
(+0.5sec). The controls offered must be stable for 24 hours after
dilution and only adsorbed controls are acceptable. The APTT reagents
offered cannot contain kaolin or kaolin-like activators; the activator
must be micronized silica with no coating. Reagents must possess a low
sensitivity to heparin in the threshold range but high sensitibity to
heparin in the therapeutic range as well as consistency lot to lot. The
sensitivity to factor decreases must bhe at least 40%; 25% for factor
VIII, i.e., the reagent must indicate an abnormal value when a 40%
factor deficiency exists. The APTT reagent must posses a high
sensitivity to lupus-like inhibitors (lupus anticoagulant). The
contractor must maintain a local stockage and be capable of replacing
reagents within hours (usually within two - four hours) of notification
of a problem due to specimen deterioration. And, the offeror must have
sufficient customers in the Denver Metro Area that so Fitzsimons could
be included in a quality control program with at least three other
local members which all utilize the same offeror's lot of reagents and
the same instruments. The period of performance will be October 1,
1995, or date of award if later, through September 39, 1996, with a
one-year option period. The solicitation is to be issued o/a August 14,
1995. Firms other than Diagnostic Marketing Corporation interested in
receiving a copy of the solicitation must provide EVIDENCE OF
CAPABILITY to meet at least the minimum requirements reflected herein.
Requests for solicitations not accompanied by evidence of capability
will not be honored. All requests for solicitations must be submitted
