The Satellite and Launch Control Systems Program Office (SMC/CW) announces that the Air Force Satellite Control Network (AFSCN) Bidders-Library is open for use. This announcement and its instructions supersedes the previous announcement regarding the Network Operations Upgrade Contract (NOUC) Bidders' Library. At this time, the library contains documentation useful for Offerors to prepare proposals for the NOUC, the Range and Communication Development Contract (RCDC), and the Network Integration Contract (NIC). The Command and Control Sustainment Contract (CCSC) is expected to be added at a later date. All documents in the library are Unclassified. The library is located at SMC/CW, Bldg. 110, Rm. 1056A. To visit the bidders' library, an appointment must be scheduled by sending a letter, calling (310-363-3408) or, preferably, sending an e-mail (nouc@slcspo.laafb.af.mil, rcdc@slcspo.laafb.af.mil, or nic@slcspo.laafb.af.mil, respectively) to the Library Manager, Judy Gordon. The request must include the company name, the number of people to be visiting the library, the requested date(s) and time(s) (M-F 0730-1130 and/or 1230-1630), and the phone number that will be used by the Library Manager for schedule confirmation or changes. The Library Manager will confirm or reschedule all visit requests. Only one company, with a maximum of three (3) representatives, will be allowed in the library for each block of time. Call the Library Manager, Judy Gordon, at 3-3408 on your scheduled day and time, from the SMC/CW lobby in Bldg. 110. She will escort you to the library. No other security form is needed. There are no supplies or copier services available in the library. Bidders can check documents out in order to copy them at local reproduction shops. Documents checked out in the morning session must be returned by 1130. Documents checked out in the afternoon section must be returned by 1630. The exception to both these rules is if a bidder had previously scheduled consecutive time slots. To allow adequate time for every bidder, a maximum of two consecutive slots are allowed. In this case, documents must be returned by the end of the second time period. To facilitate bidders' reproduction needs and to help alleviate scheduling conflicts, a copy of most documents is located at Kinko's Copies (630 N. Sepulveda Blvd. (cross street is Mariposa Ave.), El Segundo, CA) which is about 2 miles from LAAFB. Contact Michael Harshaw at (310) 414-6006, FAX(310) 414-6016, Pager(310) 521-4989 to place orders. Security documents and Standards will be located only at LAAFB. If desired, Offerors will be able to order documents (at contractor expense), by number, from Kinko's without, or in addition to, visiting the Library. Documents at Kinko's will be for reproduction only. Documents can still be checked out and reviewed at the AFSCN Bidders' Library under the rules above if the Offeror does not want to make copies at Kinko's for any reason. Some documentation is also available on an electronic bulletin board system (BBS), including the list of all documents in the Library. This file will be updated as new documents go into the Library, Kinko-s, or onto the BBS. This list will be in Text and Rich Text Format (RTF). The other files will be in Microsoft Office format (Word, Excel, Powerpoint, and Access). The numbers for this BBS are (310) 363-6612 (9600 baud), (310)363-6613 (9600 baud), or (310)363-1004 (2400 baud). You must have a password, issued by SMC/PK, to gain access to this BBS. Once a password has been assigned, the PK BBS is accessed like any other BBS. This BBS allows downloading only.
