Service, Wenatchee National Forest, wishes to obtain A&E Services for
preliminary site planning and facilities evaluation for an Air Tanker
Base located at Pangborn Memorial Airport. Site is located on
approximately 29 acres at Pangborn near East Wenatchee in Douglas
County, State of Washington. The proposed facility will need to be able
to handle a variety of aircraft including heavy Air Tankers. Those now
commonly used are C-130, P2Vs, and P3 Orions. There are additional
aircraft in use which should be included in the analysis. The site plan
shall include all necessary facilities to support these aircraft, their
loading, fueling, washdown and spill cleanup. Also storage of liquid or
solid retardants, aircraft, supplies and support personnel, including
parking. Plan will provide a complete layout of a tanker base, with
type and location(s) of pumps and mixing equipment. Also location for
disposal of effluents, administrative buildings, sources and general
routing of utilities, transportation access, and proposed traffic flow.
Provide estimate of the cost of full design and for construction along
with a narrative of how sites were chosen. Firms are to submit SF-254
and 255's by not later than close of business 09/05/95. Evaluation
criteria in descending order is as follows (#1 being most important
criteria). 1. Professional Qualifications - Professional qualifications
necessary for satisfactory performance of required service. Firms that
demonstrate qualifications of their assigned professional personnel as
appropriate to the nature and size of this project will be given
greater consideration. Firm must provide registered licensed
professional engineers/architects. 2. Specialized Experience -
Specialized experience and technical competence in the type of work
required. Demonstrated experience in all phases of airport preliminary
site planning, particularly air tanker bases. Industrial level
experience in the handling and disposal of fuels and water. Also
knowledge of pumps associated with facilities of this nature. All
facilities must be in accordance with all state and federal regulations
n addition to Forest Service guidelines. 3. Capacity to provide
adequate and appropriately skilled personnel to complete the work in
the required time. 4. Past performance on contracts performed in scope
similar to this project. 5. Location in the general geographical area
of Central Washington and knowledge of the locality of the project,
provided that the application of this criterion leaves an appropriate
number of qualified firms, given the nature and size of the project. 6.
Adequate resources to investigate laws, regulations, etc. pertaining to
a project of this tyep. 7. Computer assisted design capability and
capacity. 8. Experience and qualifications of proposed key personnel
including specialized technical skills, project coordination and
management skills, and experience in working together as a team. 9. The
volume of work previously awarded by the Forest Service will be
evaluated with the objective of effecting an equitable distribution of
the contracts among qualified A & E firms, including minority, 8(a),
or small disadvantaged firms that have not had prior Forest Service
contracts. 10. Additional credit may be given to potential contractors
that are or will subcontract with certified 8(a) or other small
disadvantaged businesses. Estimated start work date is 9/28/95.
