Indefinite-Delivery/Indefinite Quantity contract for A-E Services and
Construction Management Services for the USDA-APHIS facilities at Moore
Air Base in Mission, Texas. Up to three(3) contracts may be awarded as
a result of this announcement. A-E Services are required for the
preparation of plans, specifications, cost estimates, and possible
associated services such as: Value Engineering, design (peer) review,
master planning, facility inspection for deficiencies, environmental
assessments, obtaining various required permits, and construction
management. In general design will be required for renovations,
repairs, replacement, and new construction projects. Design for the
anticipated projects may include the following: multi-species rearing
facility, addition to office building, greenhouses, warehouses, utility
buildings, laboratory, sewer plant, underground site utilities,
incinerator repairs, underground fuel tanks, resurfacing road, and
parking lots, and repairs to aircraft apron and runway. Firms will be
evaluated based on the following criteria: 1) PROFESSIONAL
QUALIFICATIONS. Firms (either in-house or through association with
qualified consultants must provide resumes on all key professional
personnel and identify the state in which the professionals are
licensed for Civil, Mechanical, Electrical, Architectural, and
Structural professionals. A minimum of one licensed professional in the
state of Texas, for each of the five professions mentioned is
preferable. 2) SPECIALIZED EXPERIENCE. Firms must have experience in
the design of Laboratories, Bio-medical facilities, Quarantine and
isolation facilities, Insect secure facilities, greenhouses, HEPA
filtration, asbestos abatement, EPA environmental regulations, and
construction management. 3) CAPACITY of firm to accomplish projects in
the required timeframes, available personnel in all design disciplines
including supporting technical and technical staffs, use of computer
aided drafting compatible with AutoCADD MS-DOS 4) PAST PERFORMANCE.
Past performance on contracts with Government agencies and private
industry in terms of cost control, types of projects, quality of work,
and compliance with performance schedules. Applicants are required to
submit refernces with names and telephone numbers of contact persons.
5) LOCATION. Consideration will be limited to firms having an
existing, established fully staffed A-E office within 150 miles of
Mission, Texas. No additional travel or associated costs will be
allowed for personnel brought in from outside of this area. Firms must
have knowledge of locality of projects, local codes, and local
building officials. Contract period of performance will be for one year
with four one-year renewal option periods. Work will be accomplished by
individual negotiated task orders. The Government is uncertain as to
the number of orders that will be placed during the contract term,
however, a minimum of $5,000 in services over the life of the contract
is guaranteed. Firms desiring consideration shall submit current
(recent 12 months) SF-254 and SF-255 and any perintent supporting or
supplemental data within 30 calendar days from this notice. This is not
