D -- THIS IS A NOTICE OF INTENT TO AWARD A CONTRACT ON A SOLE SOURCE BASIS FOR FEDERAL REGULATIONS SUBSCRIPTION AND MAINTENANCE SERVICES SOL DE-RP04-95AL97897 DUE 080895 POC Sandra Abeyta, Contract Specialist, (505) 845-4088, Michael Loera, Contracting Officer, (505) 845-4302. 17. The Department of Energy, Albuquerque Operations office (DOE-AL) intends to procure on a sole-source basis database subscription services and SEARCHmate software maintenance for several Federal Regulations. The subscription service includes a database consisting of monthly updates to Federal Acquisition Regulations (FAR); Department of Energy Acquisition Regulations(DEAR); Federal Information Resources Management Regulations (FIRMR); DOE and Albuquerque Operations Office (AL) Orders; and bi-monthy updates of the Code of Federal Regulations (CTR) Titles 10, 29, 40, 41 and 49. Database must be able to perform conversion to ASCII text, index, spell check and quality controls and load into a SEARCHmate formatted tape ready for installation on DEC VAX 6610. Software maintenance includes maintenance of SEARCHmate software fix files, patches, new releases, and enhancements to be shipped as they become available; unlimited consulting service to fix ''bugs'', customize, or make modifications; SEARCHmate user, system managers, and quick reference guides; database addendum's for each database acquired; and a copyright release letter to allow DOE/AL to reproduce SEARCHmate documentation. The intended contractor is Automated Office Systems, Inc., P.O. Box 100, Albuquerque, NM 87103. This sole-source procurement is based on 41 U.S.C. Section 253 (c)(1) which allows for the acquisition of unique services available from only one responsible source and no other type of service will satisfy the agency requirements. A sole source procurement is being sought due to the proprietary nature of the existing software involved. However, vendors who can furnish the required services are invited to submit a proposal. If no responses are received, a contract will be placed with Automated Office Systems, Inc. This acquisition is being conducted under the regulatory delegation of GSA's exclusive procurement authority for FIP resources. The specific GSA DPA case number is not applicable.
