solicitation shall consist of conducting a two year intensive study to
evaluate the extent of bacterial contamination (surface and ground
water) and possible sources of contamination within the Jockey Hollow
and the New Jersey Brigade Unit of Morristown National Historic Park,
Morristown, New Jersey. Monitoring will consist of: 1) undertaking a
comprehensive sanitary survey to identify possible sources of bacterial
contamination; 2) installation an bi-weekly monitoring of groundwqater
wells or lysimeters located between existing septic fields and
streams; 3) monthly sampling of Enterococci bacteria at appropriate
surface water sites and wells throughout the areas; 4) implementing
appropriate laboratory verification techniques to identify if the
sources are human or wildlife related; and 5) conducting special tracer
studies to isolate any possible sources of contamination. This
