perform routine Drydock Vessel Maintenance including, but not limited
to, the following Minimum item: 1) Overhaul/Renew/Test Valves, 2)
Remove/Inspect/Reinstall Rudder Assembly, 3) Transit Under Tow To
Contractor's Facility, 4) Remove/Dispose of/Provide New Diesel Fuel, 5)
Clean & Inspect Ballast/Diesel Fuel/Sewage/Grey Water
Collection/Holding Tanks, 6) Clean/Inspect/Disinfect Potable Water
Tanks, 7) Renew Corrosion Preventive Zinc Anodes, 8) Temp Logistics, 9)
Routine Drydocking, 10) Renew MDE Exhaust Flange Gaskets, 11)
Inspect/Test Carbon Dioxide System Cylinders, 12) Renew Deck Covering,
13) Resurface Vehicle/Bridge Wing/Island Decks. Indefinite items
include but are not limited to: 1) Welding Repairs,
Remove/Inspect/Reinstall Shaft & Shaft Covering, 2) Renew
Water-Lubricated Shaft Bearing/Shaft Sleeves, 3) Remove/Reinstall/Minor
Repair/Recondition Propeller, 4) Renew Rudder Bushings/Pintle Sleeve,
5) Preserve Ballast Tanks, 6) Preserve Sewage/Grey Water
Collection/Holding Tanks, 7) Preserve Potable Water Tank, 8) Ultrasonic
Testing, 9) Inspect/Test Start Air Receiver. Vessel's homeport is
Governor's Island, NY. Vessel length is 242 Foot Ferry Boat. Vessel
availability schedule is 23 October 1995 for 45 days. The place of
performance is geographically restricted to New York Harbor above the
Narrows to Throgs Neck (including Kill Van Kull and Arthur Kill). There
will be a nonrefundable charge of $100.00 required in the form of a
certified check or money order payable to the U.S. Coast Guard for
requested drawings. All other referenced documents are available for
viewing at Building 400N, Governors Island, NY. Funds are not presently
available for this procurement. The government's obligation under this
solicitation is contingent upon availability of appropriated funds
from which payment for contractual purposes can be made. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program. Plans and specifications will be issued on or
after 03 Aug 95. All responsible sources may submit a bid which shall
be considered by the United States Coast Guard. For Minority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
