Program Executive Officer for the New Attack Submarine Program Office
require program management, acquisition support, engineering, and
logistics support services for the New Attack Submarine (NSSN) Program.
NOTE: A maximum of two prime contracts may be awarded for this
procurement, one of which will be based upon a 100% Small Business
Set-Aside for certain line items. The remaining line items will be on
the unrestricted procurement. The Program Management effort (100% Small
Business Set-Aside) includes: (1) coordinating technical, management,
cost, schedule, performance, and data delivery requirements; (2)
performing economic and program management studies and creating
supporting documentation required by the Navy to make decisions and
direct the program; (3) maintaining financial and technical status
tracking systems and master files, analyzing cost/schedule data from
development and production contractors and Government supporting
activities; and (4) reviewing specifications and hardware contractors'
engineering change proposals, and preparing and analyzing program
options. Acquisition Support (100% Small Business Set Aside) includes
(1) providing recommendations and input regarding DoD 5000.2 required
documentation; (2) maintaining and analyzing contract data from cost
performance reports and/or contract funds status reports; and (3)
analyzing program schedule information. Engineering Support
(Unrestricted) includes: (1) providing integrated product and process
design support; (2) providing hull, mechanical and electrical, and
combat system support; (3) providing efforts in the areas of operation,
use, maintenance, engineering, design, upgrade or improvement of
submarines and submarine systems; (4) analyzing and documenting
reliability, maintainability, quality assurance, cost, schedule, and
safety as it relates to submarines and submarine systems; and (5)
analyzing technical designs, engineering changes thereto, maintenance
of baselines, critical tests, and milestones that will impact system
cost, schedule, and performance. Logistics Support (Unrestricted)
includes: (1) providing configuration management support; (2)
developing, maintaining, and reviewing Integrated Logistics Support
(ILS) documents and studies that address ILS considerations including
platforms, timely spares provisioning, and training; and (3) analyzing
baseline configuration status accounting and its impact on programs
and the fleet. Services will be for one base year and four 1-year
options. The total anticipated effort over a five-year period for the
100% Small Business Set-Aside procurement is approximately 187,200
manhours. The total anticipated effort over a five-year period for the
Unrestricted procurement is approximately 1,162,720 manhours. Primary
effort will be performed at the Contractor's facilities located within
a 10-mile radius of the Naval Sea Systems Command HQ currently located
in Arlington, Virginia and have a facility clearance up to and
including SECRET material. Specifications will be contained in RFP
N00024-95-R-6421. The solicitation will be posted on the Internet 11
