of Work: Provide all plant, labor, tools, equipment, and materials to
perform all work required for the Additions/Improvements to Family
Housing Units and General Officer Quarters and related improvements in
strict accordance with the plans and specifications. Principals
features of the work to be performed include, but are not limited to
the rehabilitation and expansion of 180 family housing units, 100 units
in Phase 2 and 80 units in Phase 3 along with renovations/additions to
four different types of single family general officer quarter units.
The improvements are for exterior building additions to expand living
areas, re-roofing, re-siding, new doors and windows, patios/privacy
fencing, storage sheds, carports, pedestrian systems upgrade,
recreation/landscape development, and minor utilities upgrade. Interior
improvements include all new finishes, new interior doors, new
cabinets, new electrical, new HVAC and new plumbing. Civil areas
including minor regrading, expanded parking areas, new concrete
walkways, new asphalt trails, development of recreational amenities,
new landscaping elements and minor utility work. Architectural
requirements include expanding existing living area via additions and
new finishes, providing new storage sheds, patios, privacy fencing and
carports and new exterior building finishes including roofing and
siding. The project also requires modification of a number of existing
units for handicapped accessibility. Additionally, the work shall
include the abatement of asbestos and lead base paint material.
Mechanical requirements include the installation of all new HVAC and
plumbing systems for the units, replacing existing deteriorated sewer
laterals, providing new air handling units, coil and controls,
replacing existing water lines, and providing new plumbing fixtures.
Electrical work including providing new underground electric from pole
to building, providing new panel, replacing all devices and fixtures,
providing GFT fixtures as per code, connecting all mechanical
equipment, providing new telephone and cable TV outlets and installing
new site lighting. Plans and Specifications will be available on 2
August 1995 at a cost of $113.00. This is non-refundable. Checks should
be made payable to FAO USA COE NED, and sent to the Finance and
Accounting Office at 26 Federal Plaza, New York, New York 10278. The
bid opening date is 5 September 1995 at 2:00 PM. The SIC code is 1521.
Completion time is 500 calendar days. The estimated cost range is
15,000,000 to 20,000,000. NOTE: This procurement is UNRESTRICTED and
open to all qualified bidders. A subcontracting plan is required for
large businesses. Of this plan a goal of 10 percent to Small
