services necessary for the Construction of Waterfront Facilities for
U.S. Coast Guard Base St. Louis Relocation at the Charles Melvin Price
Support Center, Granite City, Illinois. The work includes, but is not
limited to, construction of an approximately 200 foot long mooring
barge/float with approximately 100 foot lont floating outriggers at
each end, concrete barge dolphins, floating sectionalized access ramp,
concrete ramp dolphins, grading, dredging, dredge spoil disposal and
sediment basins, utilities, access roadway and paving, buoy pens and
CCTV surveillance. All work shall be accomplished in accordance with
Specification No. 02-X3496-W and Drawing No. 02-X3496-W. All work shall
be completed within 455 calendar days after Notice to Proceed. Plans
(half-size), specifications, and all necessary bid documents will be
available August 4, 1995 and may be obtained by submitting a check in
the amount of $10.00 per set (non-refundable) made payable to the U. S.
Coast Guard. To receive a solicitation and be placed on the bidders'
list interested parties must submit a written request. Telephone
inquiries will not be honored. Bid opening for Solicitation No.
DTCG47-95-B-3EFK24 is September 7, 1995 at 2:00 p.m. in Norfolk, VA.
Estimated construction cost is between $1,000,000.00 and $5,000,000.00.
The solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
