Z -- CONTAMINATED REMEDIATION EXPLOSIVES WASHOUT PLANT, BUILDING 489, UMATILLA ARMY DEPOT ACTIVITY, HERMISTON, OR SOL DACA67-95-R-0055 DUE 082895 POC Contact, Obeid Shaikh, (206) 764-4481 The work involves decontamination, dismantling, and demolition of an explosives washout plant and pellitizer building and associated process equipment, piping, building materials, asbestos piping insulation, concrete floor and blast wall, and building structure. The work also includes removal of approximately 2,600 gallons of water and approximately 10 cubic yards of explosives contaminated sludge from a concrete sump, flame decontamination and demolition of the sump and removal of approx. 110 cubic yards of explosives contaminated soil below the sump. The building contains a hydraulic bridge crane which will be removed, decontaminated and salvaged for the Government. The contaminants of concern are trinitrotoluene (TNT), Royal Demolition Explosives (RDX), High Melting Explosive (HMX), 2,4-dinitrotoluene, 2,6-dinitrotoluene, trinitrobenzene, dinitrobenzene and nitrobenzene. Stream cleaning and-or low flow, high pressure hot water wash will be used to treat asbestos insulation, electric conduits and instruments, building exterior, concrete blast wall, and concrete flooring. After steam cleaning and-or hot water wash, open burn flaming will be used to treat approx. 50 tons of process equipment, piping, ducting, building support structure and washwater trough. Verification of cleanup will be done by field screening and laboratory analysis using colorimetric and HPLC methods. Plans and specs available on or about 24 Jul 95 at no charge per set. No individual sheets are available. Documents will be issued on a first come, first served basis until supply is exhausted. No phone requests accepted. Refer to IFB Number DACA67-95-R-0055 when ordering. Requests must be in writing and must be received before bid documents will be mailed. Requests may be FAXed to (206)764-6817, confirmation copy need not be mailed. Plans and specs may be picked up from the Plans Room Monday thru Friday between the hours of 7:30 A.M. and 3:30 P.M. Submit requests by 1 Jul 95. Estimated dollar value is in the range of $1,000,000 to $5,000,000 and completion period is 290 days. Standard Industrial Classification Code 1629.
