The Naval Research Laboratory intends to negotiate on an Other than Full and Open Competition basis with Jet Propulsion Laboratory (JPL) for the procurement of 6 piezo-electric (PZT) actuators for vibration isolation studies of spacecraft payloads. The actuators include a stack comprised of ceramic wafers that contract or expand under the influence of an applied electric field. To control vibrations, sensors are coupled to a computer controller which in turn directs voltages to the PZT stack. Six of the stacks are required to construct a Stewart platform with six degrees of freedom. JPL is the only known source capable of providing actuators with linearity provided by a preload spring, have joints between different parts as preloaded axial joints, have internal displacement sensors, and have the piezo stack flexured to isolate it from launch and thermally induced bending loads.
