975-6339 The National Institute of Standards & Technology (NIST),
Materials Science and Engineering Laboratory (MSEL) intends to procure
on a sole source basis with Questar Corp., P. O. Box 59, New Hope, PA
18938 a PC Based Video Remote Measurement System. The MSEL's ceramics
testing program is conducted in collaboration with research at Lehigh
University. This is part of the specimen standardization and
interchange program wherein it is essential that identical equipment
and testing procedures be utilized. The necessary experimental
requirements are: (1) Portability, apparatus transportable from
experiment to experiment; (2) Telescope have at least 10 cm working
distance in order to operate remote from the ceramics fracture
experiments; (3) At the 10 cm working distance, resolution better than
1 um, to allow resolution of detail in fine-scale ceramic
microstructures; and (4) Capacity to record image in analog, digital,
and video form. Delivery is FOB Destination 90 days after award. This
