Foley, Contracting Officer NASA/MSFC plans to issue a Request for Quotation (RFQ) for the purchase of extensometer, software, and fixtures-- NASA/MSFC intends to purchase from MTS Systems Corporation, 1208 Gunter Avenue, Guntersville, Alabama 35976--the following: Item 1--Amphenol Adaptor Cable for MTS Extensometer--This upgrade shall be fully compatible with a MTS model 490.01 Test Star controller and shall upgrade from Version 1.4 to the latest version of Teststar and TestWare- SX software by MTS--The upgrade shall include all software and hardware and installation to be performed on-site at MSFC Building 4707--Quantity 4 each; Item 2--MTS Model 490.21 DC Controller and Cable--The controllers shall be completely compatible with a MTS model 490.01 Test Star controller-- The controllers shall include installation to be performed on-site at MSFC building 4707--Quantity 3 each; Item 3--MTS Model 632.26E - 30 Axial Extensometer--Cable shall adapt from Bendix PT connector to Ampenol type connector and shall be a minimum of 18'' long--Quantity 2 each; Item 4--MTS Model 632.26E- 40 Axial Extensometer --Quantity 4 each; Item 5--Calibration Adapter Fixtures for MTS Model 650.03 calibrator for use with MTS Models MTS Model 632.26, 632.02, 632.23 and 632.06 Extensometers Quantity 1 set--Specifications for Items 4 and 5 are as follows: Extensometers shall have a gage length of 0.3 inches and a travel of +/-0.018 inches for the MTS mod 632.26E-30 and +/-0.045 inches for the MTS mod 632.26E-40-- The operating temperature range shall be from 150-300 degees F--The extensometers shall be capable of operational readout and control to 100 Hz with negligible distortion--The extensometers shall include connectors to interface with a MTS Test Star controller--Item 6--Software Upgrade, Test Star II by MTS upgrade including installation-- Quantity 1 each--Software shall be fully compatible with a MTS model 490.01 Test Star controller by MTS--Installation to be performed on-site at MSFC Building 4707--7--Item 7 MTS Model 790.90 Test Works Software for Test Star V 1.0 Basic Package--Quantity 2 each--Calibration adapter fixtures for MTS extensometer calibrator--The adapter fixtures shall be compatible with a MTS model 650.03 calibrator and will allow the calibration of MTS models 632.26, 632.02, 632.23, and 632.06 extensometers--This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- Request for copies of the RFQ must be submitted in writing -- Transmission by facsimile to 205-544-6093 or by Internet e- mail to janice.stewart@msfc.nasa.gov is acceptable -- Note: This sole-source procurement, described is based on system compatability requirements, predominant experience, or other reason-- Interested firms have 15 days from the publication date of this synopsis to submit their qualifications/ capabilities in the critical areas mentioned above, along with a request for a copy of the solicitation - - Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis -- Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered -- A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government -- Oral communications are not acceptable in response to this notice -- The RFQ will be released on or about 15 days after publication of this notice in the Commerce Business Daily (CBD) -- The RFQ will have a 15 day response period -- All responsible business sources may submit a quote which shall be considered by the agency.
