interested in receiving proposals for the research effort described
below. This solicitation and resulting award shall be made in
accordance with the Research and Development Streamlined Contracting
Procedures (RDSCP) described in DFARS 235.70. This is the solicitation,
there will be no formal RFP or RFQ. The name, address and telephone
number of the representative of the contracting officer for this
solicitation is shown as POC above. This solicitation consists of this
notice, any subsequent amendments, and a supplemental package which is
available by writing to the above address. Offerors who did not respond
to synopsis AAK-95-10 published 95MAR30 should provide, in writing,
their complete address information to Wright Laboratory (see above
address) in order to receive any subsequent amendments and the
supplemental package (if applicable). All of the mandatory terms,
clauses and provisions at DFARS 235.7006, Research and Development
Streamlined Contracting format, and the following optional items are
incorporated by reference: B.3, B.6, C.2, E.3, E.4, F.1, G.2, I.42,
i.43, I.53, I.66, I.68, I.70, I.76, I.85, I.87, I.88, I.94, I.97,
i.100, I.107, I.108, I.127, I.129, I.147, I.153, I.155, I.157, i.159,
I.161, I.163, I.164, I.167, L.14, M.2. This solicitation includes
clauses and provisions from FAR 1990 edition updated through FAC 90-25
and DFARS 1991 edition updated through DAC 91-6. The standard
evaluation factors found in Section M of DFARS 235.7006 apply. In
addition to these, the following specific criteria will also be used:
a. Soundness of Approach: Evidence of sound technical approaches to be
applied toward achieving the stated design goals and a clear outline
as to how these concepts are to be investigated and implemented. Areas
to be addressed include: analysis of pointing and tracking,
atmospheric turbulence, signature modeling, psycho-physical thresholds,
receiver performance and functional specification, and receiver
hardware design. b. Special Technical Factors: Evaluation will be based
on presentation of unique ideas and novel approaches which promise to
achieve the goals or reduce technical risks. Use of well-understood
technologies and modeling and the ability to predict performance
limitations of proposed concepts should be emphasized. A minimum amount
of justification and analysis that supports proposed solutions are
appropriate. c. Understanding the Problem: Evidence of a clear
understanding of the problems in question should be presented. Evidence
should include a detailed knowledge of pointing and tracking error(s),
atmospheric turbulence characteristics, laser receiver architectures,
psycho-physical concerns, and hardware design. d. Compliance with
Requirements: Evaluation will be based on evidence to support claims
that tasks under the areas of consideration and work requirements in
Section C, Description/Specifications can be satisfied. Parroting of
the work statement without detailed discussion will be grounds for
unacceptability under this criterion. The contractor's methodology will
be the chief source of such evidence. A Cost Plus Fixed Fee
(Completion) type contract is contemplated. The estimated period of
performance is 12 months commencing on or about 95SEP15 which includes
3 months for writing and reviewing the final report. It is expected
that this contract will be awarded based upon a determination that
there is adequate price competition, therefore, the offeror is not
required to submit or certify cost or pricing data with its proposal.
If, after receipt of the proposals, the Contracting Officer determines
that adequate price competition does not exist in accordance with FAR
15.804-3, the offeror shall provide certified cost or pricing data as
required by the Contracting Officer. To be responsive to this
solicitation, submit 4 copies of your Technical proposal no later than
1500 hours, 95AUG15, addressed to: Wright Laboratory, WRIGHT
LABORATORY BLDG 7, Attn: JOHN R. SHOCK, WL/AAKD, 2530 C St AREA B,
WRIGHT-PATTERSON AFB OH 45433-7607. Submit 2 copies of your Cost
proposal and one copy of your Small and Small Disadvantaged Business
Subcontracting Plan (if applicable) no later than 1500 hours, 95AUG30,
to the same address. The page limitations for technical and cost
proposals are specified in DFARS 252.235-7006 (L.24). The DD Form 1423,
Contract Data Requirements List, is included in the supplemental
package. The technical requirements, including the reporting
requirements, are contained in the supplemental package. Notice to
Foreign-owned firms: This procurement excludes all Foreign
participation at the prime contractor level. The objective of this
effort is to provide detection technology for situational awareness and
countermeasure cueing for aircrews encountering anti-personnel laser
weaponry. A requirement exists to provide adequate laser warning to aid
in the cueing of countermeasures and to provide margins of operational
