TRAINING FACILITY, VERMONT AIR NATIONAL GUARD BASE, BURLINGTON IAP,

654-0185. These two (2) projects are to include seaprate contract
drawings, technical specifications and detailed cost estimates for
construction. The first project is an addition to and alteration of the
existing Air Operations Facility (Building 140). This building is
currently 28,700 square feet with a proposed addition of 1600 square
feet. This facility will be occupied by two distinct functions, base
operations and base communications. The second project is an addition
to and alteration of the existing Headquarters Operations and Training
Facility (Building 170). This building is currently 15,800 square feet
with a proposed addition of 8,700 square feet. This facility will be
occupied by several administrative and training functions, as well as
the Security Police. Site work and associated paving for road access
and parking will be part of the projets. Both facilities are located at
the Vermont Air National Guard Base, Burlington IAP, Vermont. The A/E
firm will have to utilize civil, structural, mechanical, electrical and
architectural disciplies to perform this project. The estimated cost of
construction for each facility is between $1,000,000 and $5,000,000.
The negotiated firm fixed-priced A/E contract will be negotiated for
Type A (Investigative) services only. Type B (Design) and Type C
(Inspection) service will be established as options to be exercised by
the Government. Firms which possess the qualifications to perform the
services described above are invited to submit a complete SF 255, A/E
and Related Services Questionnaire for a Specific Project and a
completed SF 254, A/E and Related Services Questionnaire for each of
its proposed consultants NLT 30 days from the date of this publication
to the Vermont Air National Guard, ATTN: MAJ Joel A. Clark, 130 NCO
Drive, So. Burlington, VT 05403-5872. All interested firms must submit
as stated above in order to receive consideration for this project.
Firms having recently submitted updated SF 254/255's to the Vermont Air
National Guard within the past twelve months need not resubmit,
however, a letter requesting consideration for this paticular service
will be required. Additional supportng material may be submitted at
this time. Specific evaluation criteria in descending order of
importance is as follows: 1.) Professional qualifications necessary for
satisfactory performance of the required services; 2.) Specialized
experience and technical competence in type of work required; 3.)
Capacity to accomplish the work in the required time. 4.) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work and Government agencies and
private industry in terms of cost control, quality of work and
compliance with perforance schedules (provide specific data if
available); 5.) Location in the general geographical area of the
Vermont Air National Guard Base and knowledge of locality; 6.) Volume
of DOD work previously awarded to the firm. (This is an inverse
criterion with the object of effecting an equitable distribution of DOD
work among qualified sources). Contract numbers, award dates and total
negotiated fees for any DOD contracts awarded in the last 24 months
must be addressed in Item 10 (last page) of the SF 255. This is not an
