Sample and analysis of water and wastewater at Barksdale AFB LA. Provide all labor, personnel, facilities, materials, instrumentation and transportation necessary to conduct chemical and physical analysis in accordance with the requirements of the solicitation and Title 40, Code of Federal Regulation (40 CFR) regarding wastewater and stormwater discharges. Contractor will be responsible for performing sampling and analysis of wastewater discharges to determine compliance with US Environmental Protection Agency, Louisiana Department of Environmental Quality and City of Bossier Discharge Permits. Waters to be sampled include storm water discharges from petroleum storage area retention dikes, Mack's Bayou effluent downstream of an oil skimmer, two sanitary sewer wet wells, three aircraft fire fighting foam (AFFF) retention ponds, and one oxidation pond discharge. Sampling locations will expand to include five (5) AFFF detention ponds, three (3) petroleum storage area retention dike, three (3) background samples, two (2) sanitary sewer wet wells and six (6) point souces along Mack's and Cooper's Bayou as projects develop and revised permits are issued. The discharges to be sampled are point source discharges with the exception of the two sanitary sewer wet wells. Services also include unscheduled sampling and analysis of base discharges. Contract period will be 1 October 1995 through 30 September 1996 with two option periods to renew. The applicable SIC Code and small business size standard for this acquisition are 8734 and $5M.
