Effective January 1, 1996, the Copyright Office is required to process documents entitled, ''Notices of Intention to Enforce'' (NIEs), pursuant to the Uruguay Round Agreements Act (URAA). This law restores copyright in foreign works still under protection in the country of origin but in the public domain in the U.S. NIEs may be filed by copyright owners any time in a two-year period between 1 January 1996 and 31 December 1997. The Library of Congress required onsite library and clerical services for the processing of these NIEs within designated timeframes. A requirements contract is anticipated as the quantity of NIEs that will be received is unknown. A preproposal site visit will be held on August 23, 1995. All requests for the solicitation to be issued approx. August 7, 1995 must be submitted in writing and may be faxed to (202) 707-8611. REF: RFP95-23. (0199)
