contractor to develop curricula for and to organize, convene and
administer a series of multihazard design workshops for architects.
Project will build on and expand information developed in a previous
series of FEMA-sponsored workshops undertaken by the Joint Council on
Architectural Research of the American Institute of Architects (AIA)
and the Association of Collegiate Schools of Architecture (ACSA). This
is not an RFP, but a survey to locate potential sources capable of
preparing the required materials and delivering the workshops. Minimum
capabilities must include documented evidence of experience and
expertise in the following areas: (1) Key personnel of the project team
must have demonstrated reputations and expertise in all aspects of the
multihazard design of buildings, structural performance; and land use
planning, knowledge of relevant multihazard building codes and
standards, regional multihazard issues, and lessons from recent natural
disasters is also required. (2) Team members must understand and be
able to convey information on the critical role(s) the architectural
profession can play in earthquake, hurricane, and flood damage
mitigation. (3) Project team must have demonstrated expertise in
developing curricula and conducting workshops for the architectural
community. (4) The project team should understand and be able to build
on the program developed for the previous workshop series. (5)
Organization must have national reputation for developing and
transferring technical information to architects. (6) Organization must
have an established national network of architects and access to a
network of local architecture groups through whom workshops, and other
outreach activities, could be coordinated. Organization must have
capability to utilize these channels to build maximum awareness of and
attendance at the workshops. (7) Need for close interaction between
organization and Government project officer, especially during the
early stages of the project, make operational capabilities in
Washington, DC area desirable. Organizations with these capabilities
are invited to submit complete information to the procuring office
identified in this notice in four (4) copies within fifteen calendar
days from the date of this notice. Information furnished should
include: (1) The number and professional qualifications of key
personnel; (2) Organizational experience related to the proposed
project; (3) Description of general and special facilities; (4) A
current financial statement; (5) Other documentation which demonstrates
the minimum capabilities listed above. This synopsis is for information
and planning purposes and the Government will not pay or otherwise
reimburse respondents for information submitted. Based upon responses
received, the Government reserves the right to set aside any and all
procurements that result hereunder for small or minority owned
business. If the evaluation of responses received concludes that none
of the responding firms have the necessary capabilities, negotiations
may be conducted with the American Institute of Architects on a
