The Army Research Laboratory intends to procure an extended range, constant temperature and humidity controlled environmental chamber, with an integrated microprocessor-based programmer/controller and digital two pen circular chart recorder. The unit shall be able to subject materials to a wide variety of environmental (temperature and humidity) conditions, as well as conforming to military standard 810 parameters. The internal chamber volume shall be large, 64 cubic feet, capable of accepting large area thick composity ballistic armor panels/samples. The unit shall have a vast temperature and humidity range, -65 Degrees c to +150 Degrees c and 5%to 98% relative humidity, respectively. It is intended to award a contract to Blue M Electric, P.O. Box 389, Blue Island, IL 60406. Pursuant to 10 U.S.C. 2304(c)(1). Market research has demonstrated that Blue M Electric is the only vendor capable of meeting the Government's minimum needs. The proposed contract action is for an item for which the Government does not own specifications and drawings to permit full and open competition. Firms that recognize and can perform the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer within fifteen (15) calendar days after date of this publication.
