(RFO) for a Material Test System -- NASA/MSFC intends to purchase from
MTS Systems Corporation the following item: Model 810 Material Test
System, Qty. 1 system, consisting of the following -- (1) 810.22E Load
Unit, 22,000 lbs - MTS Model 318.10 2-column load frame - Shall be
free standing, self-supporting unit requiring no special foundation -
Nominal dynamic load range load rating: plus or minus 100 kN (plus or
minus 22,000 lbs), fatigue rated - Moveable crosshead - Integral
actuator - Nominal frame stiffness of 1.7 x 105 kN/mm (1.5 x 106
lbs/in) based on a crosshead position of 1232 mm (48.5 inches) above

(8) 12-month warranty from date of installation or 15 months from date
of shipment, whichever occurs first -- This procurement is being
conducted under the NASA/MSFC MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy on April 16, 1993 -- Requests

procurement, described is based on system compatability -- Interested
firms have 15 days from the publication date of this synopsis to submit
their qualifications/capabilities in the critical areas mentioned
above, along with a request for a copy of the solicitation -- Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis -- Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government -- Oral communications are not acceptable in response to
this notice -- RFO will be released on or about 15 days after
publication in the Commerce Business Daily (CBD) -- Firm date for
