The proposed contract action is for supplies for which the Government intends to solicit and negotiate, under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source, FAR 6.302-1(a)(2)(ii). The current systems are being produced by Environmental Technologies Group (ETG), Inc., Baltimore, MD. Since the Government does not have the necessary technical data for a competitive solicitation, the Request for Proposal will be issued to ETG for eleven (11) each AN/TMQ-41, Meteorological Measuring Sets, NSN: 6660-01-386-3906, P/N A3197800 with an option for twelve (12) each. The AN/TMQ-41 consists of a meteorological processor, signal data converter (for multisonde capability), lightweight computer unit, printer, and radiotheodolite integrated into a lightweight multipurpose shelter. The required delivery schedule is four (4) systems per month beginning in February 1996. The justification for other than full and open competition is based on the following: no Level III build to print drawings exist for the AN/TMQ-41; the Government's requirement is to acquire additional systems identical to the current production configuration and acquisition from ETG ensures that additional systems will be fully compatible and interchangeable amongst its parts and subsystems with the currently produced AN/TMQ-41; and award to the current contractor will ensure that the additional systems will be fully supportable across all services using the current logistics support package.
