70 -- COMMERCIAL OFF-THE-SHELF APPLICATION SOFTWARE DUE 000000 POC Chester Kuchno, (703) 875-6097 The Department of State (DOS) seeks a commercial off-the-shelf application (COTS) to replace its legacy software (NEPA) for the management of non-expendable property (such as ADP equipment, air conditioners and furnishings but not real property or expendable supplies). The package must be able to support multiple concurrent users on a local area network in addition to stand alone PCS and manage up to 100,000 records. The ideal package will be a Windows (3.1 or later) client/server based architecture, with a relational DBMS back and throughout DOS. It records information on property time items received; tracks their location; maintains repair data; and records disposals. Using bar code scanning equipment, NEPA also enable users to detect and rectify discrepancies between property records and items found. The COTS required would provide functional capabilities which are roughly equivalent or superior to NEPA. The source would be required to convert all NEPA databases (in indexed file format) to the COTS data base format, and to add such features to the COTS as DOS cosidered essential. Qualified sources should submit pertinent information, particularly user manuals, so that DOS can rapidly survey basic functionality provided and decide whether to seek further information.
