The Naval Sea Systems Command (NAVSEA) intends to issue orders on multiple occasions over the period of Basic Ordering Agreement N00024-93-G-6267 with Precision Echo, Incorporated, 3105 Patrick Henry Dr., Santa Clara, CA 95054. Orders will be issued for inspection, maintenance/repair, installation and testing of the RD-420/420A/420B Recorder/Reproducer. Orders will be issued pursuant to 10 U.S.C. 2304(c)(1). Precision Echo is the sole producer of these systems and is the only company with the knowledge, experience, tooling and equipment necessary to perform the tasks described. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
