services for a joint VA/DOD/Tri-Care contracting effort. The following
facilities are participating in the effort: Department of Veterans
Affairs Medical Centers in Hampton, Salem, and Richmond, Virginia and
Department of Defence Medical Centers: Naval Medical Center, Portsmouth
VA; 1st Medical Group/SGSAL, Langley Air Force Base, VA; McDonald Army
Community Hospital, Ft. Eustis, VA; 4th Medical Group, Seymour Johnson
Air Force Base, NC; Naval Hospital, Cherry Point, NC; and Naval
Hospital, Camp Lejeune, NC. Contractor to furnish all supplies and
services necessary to provide laboratory testing to include pickup and
transport of specimens at numerous locations, detailed testing
reports, printing of reports via contractor provided printer in VA and
DOD laboratories. Contract period will be October 1, 1995 through
September 30, 1996 with four one-year option periods. The contract will
be awarded to a single prime contrator as a firm fixed price
requirements contract. Laboratory must be CAP and CDC accredited and
must have all licenses, permits, accreditations and certificates
required by law. Lab director must be licensed physician or licensed
bioanalyst. Offers will be evaluated based on the following criteria:
(1) Resources, including personnel, equipment, fiscal capability and
company stability; (2) Quality assurance systems; (3) Services
available with respect to turnaround time of test results, published
commercial fee schedule, emergency (STAT) service capability;
percentage of test types listed in solicitation included in proposal,
operational system including general management policies, methods of
testing and reporting test results; specimen handling policies,
equipment maintenance policies; information and data handling policies,
equipment maintenance policies; information and data handling policies;
and printing of reports; (4) results of VA inspections, and results of
processing unknown specimens; (5) past performance; and (6) cost.
Contract award will be based on a scoring system recognizing the above
criteria for the tests listed in the Request for Proposal.
