S -- OFFSITE DISPOSAL SERVICES FOR LOW LEVEL AND LOW LEVEL MIXED WASTES DUE 082595 POC Contact Point, Scott Anderson, 303/966-9645, Subcontract Administrator, R.L. Ryken, 303/966-8657 The Rocky Flats Environmental Technology Site (RFETS) is exploring the feasibility of the use of offsite disposal capacity for low level and low level mixed waste currently generated and stored at RFETS. Rocky Flats Environmental Technology Site currently has approximately 5,300 cubic meters of low level waste in inventory with a projected generation rate of 8,000 cubic meters over the next 5 years. This low level waste inventory consists of typical industrial type wastes (e.g., combustibles, filters, metal, glass, wastewater treatment sludges, plastic, etc.) contaminated with alpha emitting radionuclides, which by definition exist at concentration levels below 100 nanocuries per gram. The primary radionuclides include plutonium-239, americium-241, and uranium-235, in addition to common decay products and daughter products associated with these radionuclides. Rocky Flats Environmental Technology Site also has approximately 14,000 cubic meters of low level mixed waste in inventory with a projected generation rate of 4,000 cubic meters over the next 5 years. The low level mixed waste inventory is similar in physical content to the low level inventory, but additionally, contains constituents that render the waste hazardous in accordance with the Resource Conservation and Recovery Act (RCRA). Common contaminants include volatile and semi-volatile organic compounds (e.g., carbon tetrachloride, toluene, xylene, tetrachloroethane) and metal compounds such as chromium, cadmium, lead, nickel, silver, etc.. Based on the fact that the low level mixed waste inventory is subject to regulation under RCRA, most of the inventory must be treated to insure compliance with the Land Disposal Restriction treatment standards or a ''no-migration'' variance must be obtained. Current plans call for onsite treatment; however, as a part of this request for interest, RFETS is also interested in exploring the feasibility of some sort of treatment/disposal combination. Rocky Flats Environmental Technology Site is soliciting industry interest in providing for disposal services at an existing or near term planned offsite facility for RFETS's low level and low level mixed waste inventory. Initial responses shall be limited to 5 pages maximum; pre-printed material, however, may be attached. Responses should include a description of current and planned capabilities and capacities for receipt of alpha contaminated low level and low level mixed waste (including pertinent waste exceptance criteria, analytical requirements, etc.); a discription of facility specific and receiving state specific licenses, permits, and other required documentation; a discussion of current and planned disposal facility regulatory status (including RCRA permits, Nuclear Regulatory Commission licenses, and State licenses as appropriate); and an estimate of the unit cost for disposal of the volumes discussed above. Based on the fact that some low level, and low level mixed wastes could result from Comprehensive Environmental, Capital Response, Capital Compensation, and Capital Liability Act (CERCLA) actions, and based on the Environmental Protection Agency's ''Offsite Rule'' (58 FR 49201, September 22, 1993), such existing or future capacity must meet the ''acceptability'' criteria and procedures outlined in the rule. The response should briefly discuss the facility status with regard to this criteria. Additionally, it will be necessary to coordinate such current or future disposal capability with the appropriate low-level waste compact and/or receiving State to insure that there is no objection to the acceptance of the out-of-state Department of Energy (DOE) waste. The response should also discuss past successes and current issues associated with receipt of DOE waste. Response is required within 15 days of date of publication of this notice. Be advised that information solicited hereby will not result in award of a subcontract. Information provided will be used to determine the feasibility of utilizing offsite disposal facilities for low level and low level mixed wastes. (0200)
