363-6678. This effort will consist of integration & launch support to
provide the capability to launch 5 total missions with no less than 12
month centers. It is the intent of the government that the successful
offerer assume 100% of the launch and integration task
responsibilities from contract start. Integration tasks are for one
spacecraft, with all being repeat missions. Individual mission
integration is with the Titan IV-B Launch System. Integration tasks
include planning and coordination meeting support with the appropriate
payload, launch vehicle, and DoD agencies or groups. Launch support
tasks are in the areas of flight operations, ground operations,
software support and launch support. Activities also include post
flight reports for each mission and launch support includes
pre-operational repair of flight hardware. Interested contractors must
demonstrate capability to meet the Mission Master Phasing Plan (MMPP)
for this effort. Included are close-out efforts after last launch. The
contract will include vehicle processing at Cape Canaveral Air Station.
Secret clearance is required to perform this effort. Also required is
the provision of mission unique inputs to existing software programs
and maintaining rehosted flight software products. Installation and
pre-operational maintenance of newly developed guidance and control
flight units and liaison with the IV&V contractor will also be
required. Excluded is the independent validation and verification of
software. It is our intention to award a contract for integration and
launch support to consist of the basic contract and options. The period
of performance for the basic contract will be Apr 1997 through Sep 1997
with 5 annual options. Draft RFP scheduled for release 30 Mar 96. The
interested parties must demonstrate the capability to meet these
requirements. Notification of interest must be received within 30
working days of the publication date of this synopsis. Interested firms
must submit a written statement of capability (SOC) IAW Note 25. The
SOC should identify the RFP number, name, address, and phone number of
the contracting officer for contracts under which any similar work was
performed and should be limited to five pages. The information
