804/441-6580 The National Oceanic and Atmospheric Administration
intends to negotiate on a sole source basis with Utah State University,
Utah Climate Center to develop the methodology for ingesting facsimile
transmitted data; develop the methodology to process the manual data
received into digital input for quality control processing; develop
easily understandable Global Learning in Observations to Benefit the
Environment (GLOBE) training materials for use by teachers in training
their students to properly site equipment and take scientific
observations; develop teacher training workshop materials and assist in
training at the workshops; and, improve and expand the Utah Climate
Center CLIMTIME CD to include six regionalized international areas and
eight regionalized United States areas. A cost reimbursement contract
is anticipated. The proposed contract action is for research for which
the Government intends to solicit and negotiate with only one source
under authority of FAR 6.302-1. The Utah State University is the only
known source with the expertise, equipment and personnel available to
provide the required research. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
