The U. S. Coast Guard (USCG) intends to issue a Brand-Name or Equal
solicitation with ancillary devices equivalent to Tektronix Model 27120
Diagnostic and Pre/Post Certification Electromagnetic Compliance
Measurement System. This system will be portable. Systems that consist
of printed circuit boards/cards to be added to a desktop personal
computer are not, for the purpose of this requirement, portable and
will not be accepted. The system shall have the ability to be
controlled manually by pre-programmable internal instruction set or by
EMC Compliance Software control signals from an IBM compatible
notebook style computer via a GPIB or RS-232 interface and shall
conform to the Standards for Type III Class 5 in MIL-T-28800. Enclosure
requirements shall comply with Style D enclosure of MIL-T-28800. The
Tektronix model 27120 or equal system shall be composed of the
Tektronix model 1712 Spectrum Analyzer and Option 10 Video Monitor Mode
or equal. Tektronix model 2706 or equal Stepping RF Preselector.
Tektronix model 2707 tracking generator, Tektronix model S26EMI12 or
equal electromagnetic compliance testing software. Provide systems and
individual equipment operation manuals normally supplied with the
system and software operation manuals. System components shall be
eligible for purchase of five years calibration service at the
manufacturers calibration facility(ies), Tektronix Option C5 or equal
and shall be in compliance with MIL-STD-45662, Calibration System
Requirements. All correspondence shall reference solicitation number
DTCG23-95-B-TNAB97 and include the responding firm's name, address,
contact point, telephone number and business status (i.e., large, small
or 8(a)). All responses to this notice shall be received within fifteen
days from date of publication. The following notice is for information

Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
