4980 The Center for substance Abuse Prevention (CSAP) has a requirement
for a contractor to assist in providing ''Message and Materials
Support.'' This acquisition is a Small Business Set- Aside, under SIC
code 4899, Size Standard $11 Million. This contract calls for outreach
to and the development of messages and materials especially for
minority and other high-risk youth and those who influence their
knowledge, attitudes, and behavior. The Contractor shall develop and
produce, and reproduce all audiovisual materials, including mass media
campaigns, documentaries, and specials news efforts based on sound
communications strategies and social marketing techniques. The
Contractor will be asked to identify and prioritize audiences; develop,
produce, package, promote, and monitor messages and materials; develop
and maintain networks of appropriate intermediaries; provide graphic,
design, and editorial support for CSAP; enhance the photographic and
stock footage repository; and provide support for media research
studies. It is anticipated that one contract award will be made under
this RFP for a three-year period. ''Past Performance'' will be a
weighted evaluation factor for this solicitation. Estimated issuance
date of RFP No. 277-96-4013 is August 7, 1995 and responses are due to
be received in the Contracting Office 30 calendar day thereafter. The
solicitation may be obtained in either of two ways; electronically, by
downloading a file from the SAMHSA Bulletin Board System (BBS) at
1-(800)-424-2294 or by mail. The solicitation will not be available on
the Bulletin Board until the issue date. To download from the BBS, you
should set your communications program at 8 data bits, 1 stop bit, and
parity at none (8-1-none). SAMHSA's modems will communicate at 1200 to
9600 BPS and can negotiate with higher speed modems. If your modem is
slower than 1200 BPS, you will not be able to use this BBS. Our
software can use several common transfer protocols. We recommend Zmodem
if it is available in your communications program; howevere any of
those listed on the BBS should prove satisfactory. Large files will be
posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honored if
received within 20 days of the issuance date. To receive a hard copy of
the RFP please supply this office with a self addressed mailing label.
There is no assurance that copies requested after the twentieth day
after release of the solicitation will reach the requestor before the
due date for receipt of responses. Written requests must be addressed
