R -- TECHNICAL ORDER MAINTENANCE SERVICE SOL F04606-95-46008 DUE 090195 POC For copy, contact the info office indicated., For additional information contact Strike.6pn/Pklt/916-643-0586 The Technical Order (T.O.) work to be performed under this contract is vital and critical to the Air Force (AF) mission. Poor quality in updating(T.O.s) may involve potential safety items, create work stoppages, & compromise the using activities' ability to accomplish mission objectives. Contractor Personnel ie program managers, editor, and quality assurance individuals involved in the production of Air Force T.O.s will have a minimum of two years' experience in preparation of T.O.s prior to being assigned to the effort required by any order resulting from this contract. The 2 years experience criteria will be thoroughly investigated. Documented evidence will be required. Further, the contractor must possess the technical capability to understand the terminology used in the preparation of Missile, Aircraft, C-E equipment and related support equipment T.O.s. Compatible digitized data for new, revised or changed T.O.s will be required. It should be provided on floppy disks (size 5 1/4 or 3 1/2 inch) and delivered with the completed direct image masters. Compatible digitized data will be specified at time of order to allow for widest usable acceptable software programs. The contractor will need to furnish a user license and software programs(s) that the digitized data was produced on. Paste-ups of printed copy are unacceptable. Unless otherwise specified color will not be used. Any deviation from the requirement will be specified by the procuring activity on AFLC form 5078 Supplemental Sheet. Delivery Requirments vary from 5 days to 90 days. All material must be picked up at McClellan AFB and returned to McClellan AFB by the contractor. All materials shall be delivered FOB destination. The AF is responsible for furnishing technically correct material, however, the contractor is obligated to correct any observable errors and obtaining correct information as necessary. All responsible sources may submit a bid, proposal, or quotation which shall be considered. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
