The Carrier must offer a viable self-sustaining operation that can provide and maintain a regularly scheduled liner term service. Potential offerors failing to provide MSC with a request for solicitation in writing or previously acknowledged potential offerors that have not submitted proposals for award for this service during the previous three cycles shall not be retained on the master mailing list.
