COMMERCE BUSINESS DAILY ISSUE OF JULY 24,1995 PSA#1394Westinghouse Electric Corporation, Bettis Atomic Power Laboratory P.O.
Box 79, 814 Pittsburgh-McKeesport Boulevard, West Mifflin, PA
15122-0079 Y -- SHOCK & VIBRATION TEST FACILITY CONSTRUCTION SOL 73-KGF-763350.
Contact Kenneth G. Freund, 412/476-5488. Construction contract includes
minor demolition; rock excavation; installation and curing of
reinforced concrete including a massive foundation requiring
preplacement of approximately 165 large unbonded anchor bolts and the
continuous placement of approximately 175 cy of 4000 psi concrete in
the initial pour and 120 cy of 6000 psi concrete in a second pour; and
electrical systems, mechanical systems and building modifications for
the installation of a new shock and vibration test facility in an
existing building. This work is subject to special administrative
controls including applicable safety plans, disposition of waste
materials, shop drawings, equipment, materials including concrete mix,
placement and curing details, testing, and acceptance approval
requirements; and is to be planned, scheduled and performed to the
specified construction sequence and completion schedule. Interested
bidders must meet the following minimum prerequisites in order to
receive a copy of the Request for Quotation (RFQ) package. Only those
firms who respond within the specified time period and provide
sufficient written documentation to show they meet the following
minimum prerequisites, as determined by Westinghouse, will receive the
subject inquiry for bidding purposes. 1. All prospective bidder
personnel should have U.S. Department of Energy (DOE) security
clearances to attend the on-site pre-bid tour. Uncleared personnel will
be escorted to tour areas where work will be performed except those
areas determined to be sensitive by Westinghouse. However, all
personnel who will be performing on-site work will require a DOE
security clearance. It takes approximately two to four months to obtain
a DOE security clearance after an individual submits a completed and
acceptable ``Questionnaire for Sensitive Positions'' (QSP). In this
regard, in order for your company to receive a copy of the inquiry
package, completed QSPs must be submitted to Westinghouse within two
weeks from date of request for a copy of the RFQ package, or provide
proof that your company has an adequate number of cleared personnel.
QSPs must be submitted as necessary to fully staff the job.
Westinghouse shall process clearances at no cost to the contractor,
however, the effort to complete and submit the QSPs is solely at the
contractor's expense. 2. Prospective bidders must have bonding
capability from sureties listed in the U. S. Treasury Circular 570
relative to contract performance or be able to provide irrevocable
letters of credit from financial institutions that are Federally
insured and have investment grade or higher rating from a recognized
commercial rating service. 3. Prospective bidders must agree to submit
a current Foreign Ownership, Control or Influence Certification and
all necessary supporting business and financial documentation, if
requested by Westinghouse. Requests for the RFQ along with the
necessary documentation clearly showing your firm meets the above
minimum prerequisites, must be in writing (telephone requests will not
be honored), and your letter must be postmarked no later than fifteen
calendar days after the date of the CBD publication. (200) Loren Data Corp. http://www.ld.com (SYN# 0135 19950721\Y-0001.SOL)
