This project is for the construction of an Aircraft Washrack/Deicing
Facility at Buckley Air National Guard Base, Aurora, CO. The facility
includes an aircraft apron area for aircraft temporary parking, a
collection system for wash and de-ice fluids, as well as a system for
normal stormwater drainage. A solar powered electric indicator lights
system is also part of the project. The scope of work includes, but is
not limited to, clearing and soil preparation for paving; paving an
aircraft apron, installing a 3,000 gallon clarifier and a 15,000 gallon
underground concrete storage tank for fluid effluence; associated
valves, RCP, and inlets; and solar powered valve position indicating
lights. The offeror must be able to certify that their company has been
regularly engaged in airfield pavement work for the three years
immediatley preceding the date of this offer and has satisfactorily
completed the projects. Offeror shall provide a description of the
projects, project costs, and contracting agencies along with their
bids. The contractor shall provide all labor, equipment and materials
required to perform the work in strict accordance with the drawings and
specifications. Estimated performance time is 180 calendar days. The
estimated construction cost range is between $250,000 and $500,000. It
is anticipated that a firm fixed price contract will be awarded as a
result of this solicitation. Estimated completion date is Mar 96.
Solicitation will be available approximately 21 Aug 95. Solicitation
packages will be limited to one set per bidder and will be issued on a
first come first served basis as the number of copies is limited.
Copies will be available in various Plans Rooms throughout Colorado.
The site visit will be held approximately 4 Sep 1995. The Small
Business size standard for this solicitation is one where the average
annual receipts of the concern and its affiliates for the previous
three (3) fiscal years does not exceed $17,000,000 annually. This
solicitation is ``UNRESTRICTED''. All responsible sources may submit a
bid which shall be considered by the agency. Women-owned, small and
small disadvantaged businesses are encouraged to compete.
Subcontracting Plan will be required if successful bidder is a large
business. Replies must indicate the firm's size status such as large
business, small business, small disadvantaged business, or 8(a).
Requests for bid documents must be in writing and be accompanied by a
non-refundable check for $20.00 made out to the U.S. Department of
Treasury. Telephone requests will not be accepted. The return address
