for the USAF Installation Program (IRP) at McClellan AFB. The IRP
identifies, investigates, and provides remediation for all
environmental contamination problems resulting from past hazardous
waste disposal practices. McClellan AFB is a National Priority List
(NPL) site. This contract action will be for removal and remedial
actions, and Operations & Maintenance (O&M) of remedial systems. There
will be a five-year ordering period from May 1996 through May 2001.
Destination: McClellan AFB, CA 95652-5320. Estimated program value for
up to three large/small businesses (full and open) will be $171M for
all five years. Estimated program value for one partial small business
set-aside is $19M for all five years. Typical contract work will
comply with Federal and State regulations and will include, but not be
limited to the following activities: implementation of the preferred
remedial alternative at a particular site or group of sites;
development and implementation of a quality assurance/quality control
program to assure acceptable cleanup; development and adherence to site
safety programs to protect the health of government and contractor
personnel and prevent the release of contaminants; and demobilizing the
remedial systems once pre-established cleanup goals have been achieved.
Specific remedial/removal actions will consist of expedited responses
to rapidily resolve an identified human health or environmental threat
through hazardous waste source control or implementation of
containment measures. Removal actions will be either time critical or
non-time critical dependent on the urgency for response. Traditional
and innovative methods for source control and remedial action shall be
required. Firms should possess experience in the implementation of
CERCLA (Comprehensive Environmental Response, Compensation, and
Liability Act of 1980) projects that have resulted in successful
cleanup of other hazardous waste disposal/spill sites. Firms should be
multi- disciplined in the environmental field and should clearly
specify their subcontractors, when possible. Government sources are
excluded from this acquisition. The draft request for proposal (DRFP)
is currently scheduled to be issued on or about 07 Sep 95. A
pre-proposal conference/site visit will be convened approximately two
weeks after the DRFP is issued. The DRFP will allow for industry
response/comments to planned government acquisition strategy. The final
RFP is scheduled to be issued on or about 08 Nov 95. The formal RFP
will be evaluated using Streamlined Source Selection procedures which
may result in multiple awards. Indefinite Delivery/Indefinite Quantity
contracts consisting of a five-year ordering period will be used.

acceptable. All responsible sources may submit a bid, proposal, or
quotation which shall be considered. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
