transportation, demolition, testing and inspection services,
mobilization and demobilization, required to construct a 60 ft high
galvanized steel tower and concrete foundation including electrical
service forrelocation of the Ediz Hook Beacon. Relocation of the beacon
will be performed by the USCG. Demolish and remove the existing control
tower building, including foundations, mechanical and electrical
services and equipment. The tower building hasasbestos containing
materials and surfaces coated with lead base paint materials. Relocate
utilities, construct new utilities and asphalt paving. Construct a one
story, 1,700 GSF ''GSE'' building adjacent to the existing hangar.
Construct new ramps andwalkways adjacent to the buildings. This is a
total labor surplus area set-aside procurement. The estimated price
range for this contract is between $500,000 and $1 million. Duration of
the contract is approximately 270 days after date of award.

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority,women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding AssistanceProgram enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term
LendingProgram (STLP) at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
