concerning the Navy's plan for contracting for future base
telecommunications support under the Naval Telecommunications
Infrastructure Project (NAVTIP). This same notice is also available on

Since our vendors' conference held in April 1995, the responsibility
for the base communications modernization function within the
Department of the Navy, including the Naval Telecommunications
Infrastructure Project (NAVTIP), was transferred to the Space and Naval
Warfare Systems Command (SPAWAR) under the cognizance of the Ship and
Shore Communications Program Office - PMW 172. This transfer was
executed in the month of May 1995. The Naval Information Systems
Management Center, Contracting Directorate (NISMC 02) will remain the
contracting office for NAVTIP. To expedite the acquisition approval and
award process and to pursue a prompt and all- encompassing NAVTIP
award, SPAWAR has established an Integrated Product Team (IPT). The
NAVTIP IPT will be managed by an Executive IPT which will be co-chaired
by SPAWAR PMW 172 and a member from the Office of the Deputy Assistant
Secretary of Defense (C3IA). There are three functional IPTs reporting
to the Executive IPT for the responsibility of acquisition,
requirements and systems engineering. The NAVTIP IPT is aggressively
pursuing revisions to the major events timeline, and the results are
