The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with DTX Corporation for the detailed ''flight-qualified'' design, fabrication, and qualification testing of Loop Heat Pipes, 2 each, and a condenser kit, 1 each. These Loop Heat Pipes were patented in the former USSR and after the breakup of the Soviet Union and the introduction of market economy principles, rights of the Loop Heat Pipe patent were assigned to TAIS Ltd. in Russia. Dynatherm Corporation through its parent company, DTX Corporation, secured in 1991 the exclusive rights to represent TAIS in North America. Dynatherm Corporation is the only known source capable of providing the Loop Heat Pipes in the USA.
