intends to negotiate and award a sole source contract to MITEC, 456
Main St. Reisterstown MD 21136 for a computer-based multimedia CD-ROM
simulation software capable of orientating, educating and teaching
current and prospective small business entrepreneurs on the facets to
starting and managing a small business. Said software should be
user-friendly, field-tested with a demonstrated track record of use in
the small business community. The program should simulate a series of
meetings with a professional advisor(s), discussions with other
business owners and provide an opportunity for the user to examine the
decision making and the financing process in starting and managing a
small business. The software program should provide insight for the
user to help determine their suitability to owning and running a
business. The software program should assist the user in determining
the kind of business location of business, type of ownership, income
requirements, insurance coverage, estimating expenses, advertising
needs and start-up capital. The software program should explain the
required employee benefits and the employer's responsibility concerning
FICA, FUTA, State Unemployment Tax, and Worker's Compensation. Optional
benefits should also be addressed. The software program should also
deal with employee issues, community relations, productivity
expectations, and the psychological issues the small business owner has
to deal with. The software program also should allow the user to
