#42 AND 43 (OPERATIONS DIVISION) FOR SURVEYING WITHIN THE NEW YORK
DISTRICT BOUNDARIES SOL CBAEOP-5200-0029 POC WILLIEN CUNNINGHAM,
PROCUREMENT ASSISTANT 212-264-9123. LOCATION: The work will be within
the New York District. Subsistence will be paid for work beyond a
fifty-mile radius of the New York District Office. No subsistence will
be paid for work within a fifty-mile radius of the New York District
office. Scope of Services Required. Provide a full range of surveys
within the New York Distrct. Beach surveys for both contracts will make
up approximately 75% of all delivery orders. These surveys will require
near shore, surf zone and upland profiles. The required method for
profile data collection is by towed sea sled. Firms must show in their
proposals the ability to collect profile data using a sea sled and
automated positioning. The remaing effort for three contract is
survyeing borrow areas, dump sites and navigation channels for both
condition and dredging. Establish horizontal and vertical control of
Second Order Class II as required. The reference grid system will be
State Plane Coordination Systems in both NAD 27 and NAD 83.
Hydrographic surveys must conform to Class 1 criteria as defined in EM
1110-2-1003 (Hydrographic Surveying). Firms must be capable of
collecting survey data electronically. Firms must be able to submit
both hard maps and electronic data. The Corps of Engineers has adopted
Integraph as its CADD standard and the data standard must conform to
EM 1110-1-1807 (Standards Manual for US Army Corps of ENgineers
Computer-Aided Design and Drafting (CADD) Systems. Proposals must list
both field and office equipment. Proposals must clearly show ability
to collect survey data electronically and capability of providing
acceptable data formats. The terms of these contracts is one year.
There is an accumulated $750,000 limit and a minimu of $150,000 per
delivery order for each contract. Technical capability required. The
firms selected must have one or more senior staff persons licensed to
practice Land Survyeing in the states of New York and New Jersey.
Special Qualifications: The firms selected must each have sufficient
staff to be able to perform at least two delivery orders
simulteaneously. Closing date for submission of Form 255. Thirty days
of advertisement in CBD. Evaluation Factors in Descending Order of
Importance: (1) Professional qualificationas necessary for satisfactory
performance of required services. (2) SPecialized experience and
technical competence in the type of work required. (3) Capacity to
accomplish the work in the required time (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules. (5) Location in the general geographical area of the project
and knowledge of the locality of the project. Start: March 1996 nad
Completion: March 1997. Firms who have not previously applied for NYD
projects and firms who do not have a current SF 254 on file with NYD
should submit two copies of SF 254 on initial response to our CBD
notice. Delivery orders under these contracts will be assigned on a
