pre-submission meeting on July 17, 1995 at 2:00 at the Masur Auditorium
in the NIH Clinical Center (Building 10) at Bethesda, Maryland, the
following modifies (PLEASE NOTE NEW DUE DATE) the announcement
published June 30, 1995 for the A-E Services required for renewal of
the main biomedical research facility on NIH's campus in Bethesda,
Maryland to read as follows: The General Services Administration (GSA)
and the National Institutes of Health (NIH) announce an opportunity
for design excellence in public architecture. A-E Services are required
for renewal of the main biomedical research facility on NIH's campus in
Bethesda, Maryland. The government intends to contract with a private
developer for development management and other services. Included in
the Developers contract is complete A-E design services with the ''A-E
design firm'' that best demonstrates a commitment to
overall(functional & aesthetic) design excellence, while providing a
viable team organization meeting the limitations set forth in this
announcement. An ''A-E Design Firm'' is defined as the A-E firm,
partnership, corporation, joint venture or other legal entity which
shall have contractual responsibility for the project design and
production. IF AN ''A-E DESIGN FIRM'' IS AN ASSOCIATION OF MORE THAN
ONE FIRM, THE COMPLETE CONTRACTUAL RELATIONSHIP WILL BE EXPLAINED AND
THE PARTY THAT WILL BE CONTRACTUALLY RESPONSIBLE IDENTIFIED. The
program objectives for this project are to 1)serve the Government's
needs for functional space that is adaptable/flexible, efficient,
readily maintained, cost effective, and is supported by
state-of-the-art infrastructure systems; 2)provide a visual testimony
to the scientific integrity and public accountability in the conduct of
science; and 3)facilitate NIH's overall mission with a structure which
shall serve as an asset to both the NIH campus and neighboring
communities. The primary clinical research facility of the NIH, known
as the Clinical Center Complex(CCC), includes extensive clinical areas,
450 inpatient beds, biomedical research laboratories, vivarium
facilities, support services, administrative offices, public spaces and
parking. The renewal of the CCC includes the initial replacement of the
present clinical care units with a flexible and adaptable 78,965 sq.
meter (850,000 GSF) clinical research facility. The new facility will
contain 250 inpatient beds, approximately 100 day hospital units, some
support services, and associated biomedical research laboratories. The
new facility will be operationally integrated with and physically
linked to the existing complex. The estimated construction cost range
of this facility is $300-$360 million. The scope of the A-E services
may include, but not be limited to, the following: pre-design
programming, site investigation, complete design services, computer
aided design and drafting (CADD), working drawings, specifications,
cost estimating, space planning, exterior and landscaped design,
interior design, value engineering services, post construction contract
services, and other required supplemental services if so requested. The
facility will be designed in metric units. The Government intends to
procure a Development Manager who will contract with the selected A-E
Firm. The selection process will be conducted in two stages as follows:
STAGE I: The first stage will establish the design excellence
capabilities of the A-E Design Firm and its designated lead designer.
The ''Lead Designer'' is defined as the design studio or individual who
shall have the primary responsibility to conceive the design concept
and the building's architecture. THIS INDIVIDUAL (ON THE PAYROLL -
NON-CONTRACT) OR STUDIO WILL BE EMPLOYED BY THE ''A-E DESIGN FIRM'' AND
CLEARLY IDENTIFIED. The A-E design firm will provide specific evidence
of its capabilities to deliver Design Excellence, which respond to the
client's programmatic, operational and contextual requirements, and
will clearly express its design approach and philosophy. If the A-E
design firm is a partnership, corporation, joint venture, or other
legal entity permitted by law to practice architecture or engineering,
briefly describe the proposed working and legal relationships among
its components. In the first stage, a short list minimum of at least
three(3) ''A-E Design Firms'' will be selected for the project. This
short list will be based on the ''A-E Design Firms'' submittals of the
SF255 design portfolio and applicable SF254s (dated within the last 12
months from the due date in this synopsis) in response to this Request
for Qualifications(RFQ). The A-E Design Firm will provide specific
evidence of its capabilities to deliver Design Excellence in
Architectural Design and will express its design approach and
philosophy. Qualifications submitted will be reviewed and evaluated
based on the following CRITERIA: (1) Past Performance on Design (50%):
For the ''A-E Design Firm'', submit graphics (maximum of three 8 X 11
pages per proje ct) and a typewritten description (maximum of two
pages per project) of not more than five projects completed in the last
ten years. The narrative shall address the design approach with salient
features for each project and discuss how the client's program,
functional, image, mission, economic, schedule, and operational
objectives were satisfied by the overall design/planning solution.
Include tangible evidence where possible such as certificates, awards,
peer recognition, etc., demonstrating design excellence. Provide a
client reference contact for each project, including name, title,
address, phone, and fax numbers. A portion of one page, presented for
each project must include a representative floor plan and either a site
plan or a building section. One project must present a new facility
that is either healthcare, research or other type of high-tech complex.
The high-techproject that is presented must be situated in either an
urban or campus setting. Another project must present a new facility
that is related to or linked withan existing facility. (2) Philosophy
and Design Intent (30%): In the Lead Designer's words, (maximum of two
typewritten pages) state his/her overall design philosophy, approach
to the challenge of resolving design issues and parameters that apply
specifically to the proposed NIH project with focus on any unique
aspects of relating NIH's proposed facility back to the existing
complex and its relationship to the existing Bethesda campus. Provide
a brief summary conclusion. (3) LEAD DESIGNER PORTFOLIO/PROFILE (20%):
SUBMIT GRAPHICS (MAXIMUM OF THREE 8 X 11 PAGES PER PROJECT) AND A
TYPEWRITTEN DESCRIPTION (MAXIMUM OF ON E PAGE PER PROJECT) OF NOT MORE
THAN THREE DESIGNS COMPLETED IN THE LAST TEN YEARS ATTRIBUTED TO THE
INDIVIDUAL LEAD DESIGNER. FOR A DESIGN STUDIO AS LEAD DESIGNER, WHO
CANNOT SUBMIT THREE DESIGNS OF THE STUDIO COMPLETED IN THE LAST TEN
YEARS, SUBMIT GRAPHICS (MAXIMUM OF THREE 8 X 11 PAGES PER PROJECT) AND
A TYPEWRIT TEN DESCRIPTION (MAXIMUM OF ONE PAGE PER PROJECT) OF NOT
MORE THAN TWO DESIGNS COMPLETED IN THE LAST TEN YEARS ATTRIBUTED TO
EACH INDIVIDUAL ENTITY THAT COMPRISE THE STUDIO. NARRATIVES WILL
INCLUDE A DISCUSSION OF DESIGN CHALLENGES AND RESOLUTIONS. PROVIDE A
CLIENT REFERENCE CONTACT FOR EACH PROJECT, INCLUDING NAME, TITLE,
ADDRESS, PHONE, AND FAX NUMBERS. SUBMIT BIOGRAPHICAL SKETCH INCLUDING
EDUCATION, PROFESSIONAL EXPERIENCE, STATES OF REGISTRATION AND
RECOGNITION FOR DESIGN EFFORTS INCLUSIVE OF EXAMPLES. IDENTIFY AND
DESCRIBE AREAS OF RESPONSIBILITY AND COMMITMENT TO THIS PROJECT. STAGE
II: In this stage, the short-listed A-E design firms will provide a
more detailed qualifications submittal, participate in a conceptual
design competition and be interviewed with their entire team. A STIPEND
OF APPROXIMATELY $50,000 SHALL BE PROVIDED TO THE TEAMS TO COMPENSATE
PARTIAL COSTS INCURRED DURING THE STAGE II COMPETITION. The entire
project team, A-E design firm, lead designer and all consultants who
will work on the project will be evaluated by the Development Manager
and the Government. The A-E Design firms will submit Standard Forms 254
and 255 that reflect the entire project team. Information submitted in
Stage I does not have to be resubmitted. The Development Manager and
the Government will establish the criteria and the date these
submittals are due and provide the selection criteria for interviews,
Stage II conceptual design competition, and final selection process,
with the Stage I short list announcement, published in the CBD.
Sufficient time will be provided for the A-E design firm to establish
itscomplete team of consultants. The selected A-E firm shall establish
a local presence, dedicated to this project, within the Washington,
D.C. metro area within sixty days of contract signature. THE
WASHINGTON, D.C. METRO AREA FOR THIS ANNOUNCEMENT IS DEFINED AS THE
COUNTIES AND CITIES ENCOMPASSED IN A 40 MILE RADIUS FROM THE NIH
CAMPUS. FOR STAGE I SUBMITTALS: Firms having the capabilities to
perform the services described in this announcement are invited to
respond by submitting a letter of interest and SIX (6) copies of the
Stage I submittal information listed above TO: GENERAL SERVICES
ADMINISTRATION, BID ROOM 1701, 7TH & D STREETS, SW, WASHINGTON, DC
20407 BY 3:30 P.M. LOCAL TIME ON AUGUST 18, 1995 OF THIS NOTICE. The
following information MUST be on the outside of the sealed envelop: 1)
Solicitation Number/Title 2) Due Date 3) Closing Time. Late responses
are subject to FAR Provision 52.215.10. In Block 8 of the SF254
specify only current W-2 payroll personnel (non-contract) of each firm.
In Block 10 of the SF255 the A-E Design firm must respond to the three
(3) EVALUATION CRITERIA stated in this announcement for Stage I. In
Block 11 of the SF 255, the A-E Design Firm must sign, name, title and

Small and minority-owned A-E firms are encouraged to participate. The
Government recognizes the talent existing in smaller firms and
encourages the contributions of new and innovative designers to public
architecture. This solicitation is opened internationally to firms
registered to practice architecture in the United States. This is not
